Course of reserve officers




The goal of the military education and training for reserve officers of the Serbian Armed Forces is to train students to carry out duties of a section and a platoon commander, i.e. other duties of that level in the branch-service and to perform missions and tasks of the Serbian Armed Forces successfully.
 
Tasks of the education and training are:
 
  • to train students to perform combat tasks as a soldier (a fighter),
  • to train students to command a section and a platoon in all missions and tasks of the Armed Forces,
  • to train students for successful preparation, organization and performance of actions during the execution of missions and tasks as a section and a platoon commander,
  • to train students for proper handling, use, storage and maintenance of the means of war techniques and equipment of a section - platoon,
  • to introduce students to the organization, formation and principles of using tactical units, contents and methods of the enemy psychological and propaganda activities and training for the organization and implementation of security measures in a section and a platoon,
  • to prepare students to work with people,
  • to acquire basic knowledge of building and developing morale, the rules of international law of war and the ability to develop the qualities necessary for managing a section and a platoon in the execution of missions and tasks successfully,
  • to train students to organize and directly conduct training in a section and a platoon and
  • to train students to keep documentation and records of training in a platoon.
Selection Criteria for the Reserve Officers Course candidates:

The selection criteria for the Reserve Officers Course candidates of the Serbian Armed Forces are prescribed by the provisions of the Act on Military, Labour and Material Obligation, the Decree on the Manner and Procedure regulating voluntary military service under arms ("Official Gazette of RS", No. 7/2011) and Regulations on the manner and conditions for selection and on the procedure for selection of recruits that are to be trained for reserve officers (“Official Military Gazette” No. 10/2011). The Ministry of Defence publishes a public announcement in the media for the application of candidates for voluntary military service under arms and the Reserve Officers Course of the Serbian Armed Forces. Male and female candidates who turn from 19 to 30 in the current year can apply for voluntary military service under arms and the Reserve Officers Course of the Serbian Armed Forces.
General conditions that a candidate for voluntary military service under arms and the Reserve Officers Course in the Serbian Armed Forces should meet are the following:

1) Be a citizen of the Republic of Serbia;
2) Cannot have legal proceedings initiated against the candidate i.e. cannot be convicted of criminal offences being prosecuted for by service duty;
3) Cannot be sentenced to imprisonment of at least six months;
4) Be medically fit for military service and
5) Cannot already served military service under arms.

Special conditions are:

1) Must have completed bachelor studies of the appropriate profession relevant to the Serbian Armed Forces (undergraduate studies or vocational studies);
2) Must meet conditions prescribed for recruits sent to special units of the Serbian Armed Forces,
3) Must pass security check.
 
2. Application and required documentation

The candidate submits the application for Reserve Officers Course in the Serbian Armed Forces in the Centre of the Ministry of Defence for local self-government according to the place of residence. The candidate with a permanent or temporary residence abroad submits the application to the competent diplomatic-consular mission of the Republic of Serbia abroad. The candidate for Reserve Officers Course attaches to the application the evidence of fulfilling general conditions except for items 4) and 5); a photocopy of ID card or passport (original documents for inspection); a photocopy of the certificate of a graduate degree (the original document for inspection); curriculum vitae; the contract with the Ministry of Defence on scholarship, if the candidate was a military scholarship holder, they also must submit written consent for security check in order to be assigned to special units of the Serbian Armed Forces. The candidate will receive the application form in the Centre of the Ministry of Defence for local self-government.

3. Selection of candidates
To be selected as a Reserve Officers Course attendant, the candidate must meet the minimum requirements of the Interim Review of minimum requirements for defining branch, service and military record speciality, according to psychophysical characteristics, education, occupations and knowledge relevant to the military and the candidate must pass security check.
When selecting Reserve Officers Course attendants, the priority is given to candidates that are to get military scholarship, candidates who have completed the appropriate school with better success, and candidates of younger age.
The candidate selected to be a Reserve Officers Course attendant will get the branch, i.e. service, in accordance with the list of professions and occupations significant for determining branch, i.e. service, and a military record specialty of a recruit.

4. Concluding the contract
Selected candidates for the Reserve Officers Course will sign a contract with the Ministry of Defence, which defines mutual rights and obligations related to the Reserve Officers Course.

Military education and training for reserve officers of the Serbian Armed Forces lasts for 6 months, and is divided into two periods: the first period lasts for four months and ten days and it includes a period of adaptation, general military training (which is identical for all branches - services and lasts for one month and ten days), professional and specialist training (it lasts for two months and fifteen days) and regular leave. After the first period, attendants take the regular leave (ten days). The first period is organized at the Military Academy and training centres of the Serbian Armed Forces, where practical forms of teaching are realized. The second period lasts for one month and twenty days, and it includes an internship in units and institutions of the Ministry of Defence and the Serbian Armed Forces, and promotion. The training is implemented according to the plan of commands, units and institutions of the Serbian Armed Forces. The education and training is organized twice a year for the following branches and services: Infantry, Artillery, Artillery Rocket Units for Air Defence, Armoured Units, Engineering, Early Warning Units, Technical Service, Quartermaster Service, Telecommunication Service, Traffic Service and Geodetic Service. The importance of reserve officers is crucial in the defence structures of modern society. The Military Academy gives great importance to this education and training, which provides young and ambitious people with the opportunity to prove their qualities through military career. That is why the Military Academy implements the education and training for reserve officers of the Serbian Armed Forces. This is how candidates are given the opportunity to become officers, even though they have not completed studies at the Military Academy.
